For £122 I would expect to be bathing in the cognac in the barrel. I can make half a dozen decent ones from Lego for that price. With new Vikings!

Are barrel knives locking blades?
I think they are more of a fixed blade when assembled.

But legally so?
It would be a novel problem for a court to work out as the inner bit doesn't lock but the outer barrel obviously turns it into effectively a fixed blade.
I'm sure it would be interpreted as a locking knife though, if only because of the prevailing climate of anti-knifeness.
