I dont think you can but I have an old electric oven in the back garden that I riped out when the termostat died (and still have not got round to taking it to the tip). I was wondering if it would be possible to convert it so that it could get up to HT temps http://smileys.smileycentral.com/cat/16/16_4_51.gif

If its for tempering, then I use a basic kitchen elctric oven as the temperature I usualy work around is 400F (you have to convert that to C!)...but if you want to convert the electric oven for higher critical temperatures for quenching...(somewhere in the region of 1500 F+- for carbon steels), then I think it would need some serious conversion....as well as thermal insulation!
Probably a lot easier to build a very simple forge for the higher temperatures , then temper in a basic electric oven.

Where to start... Well, the bits that aren't going to handle the temperatures:
The heating coils.
The control system (such as it is, with no thermostat).
The body of the oven...
:)
Make a good tempering oven if it has a new controller, mebbe.
