Axe troubles

Hi..

I need some advice, I got my wetterlings axe a couple of weeks ago and since getting a nick and resharpening it the axe head has developed blemishes that look like particles of somthing. I have only wiped it with a cloth when I needed to clean it after use and I then dried it so i dont see how it can be rust. It was not like this when I got it as far as I can remember.
Is there any of you that can give me some advice to return it to it's original health?

it could be tarnish from sap that didnt get completely removed after cleaning? otherwise I have no idea! my first thought would've been rust too.
