Looks like it might be an easy mod to expose the grinding wheels to make this worthwhile.

Bought one last time £20 wasted.May be OK for grinding wheel but belt too slow to get a decent cut & tracking a total nightmare.Was delighted to get £5 for it at a boot sale.

I bought a couple of these a few years back, one did get some use for a while but I soon found it pretty unsuitable, the other sat unused on a shelf, a friend who is setting a car restoration workshop is having it as a deburring/sharpening grinder. Wasn't worth the money in my opinion.
